Security and Export Control

For the purpose of improving the standard for protection of material, financial and information resources and personnel, including protection against terrorist threats, the Company has developed and introduced an integrated security system based on the principles of law, dynamism and accelerated development, structural optimization and integrated approach, the maximum level of protection at minimum potential costs.

The facilities of JSC «Techsnabexport» have advanced security systems, systems for engineering protection, integrated system of information security, efficient control and rapid response to safety threats and prevention of negative trends in the Company’s activities.

Export control system

JSC «Techsnabexport» is one of the first Russian companies to establish an intra-company export control system — a set of administrative and technical measures with the aim to ensure compliance with the Russian Federation legislation in the field of export control. The main objectives of the JSC «Techsnabexport» intra-company export control system are:

  • to create a mechanism of inspections to ensure legitimate character of foreign trade transactions;
  • to prevent transfer to foreign individuals of materials, equipment, scientific-technical information that could incur damage to state interests of the Russian Federation;
  • to improve efficiency of foreign trade activity.

The export control system has been operational in JSC «Techsnabexport» since 2001. It allows monitoring foreign trade operations with the following foreign trade objects:

  • nuclear materials, equipment, special non-nuclear materials and relevant technologies;
  • equipment, dual-purpose materials and relevant technologies used for nuclear purposes;
  • equipment, materials and technologies that could be used for creation of missile weapons.

A Certificate of Accreditation # 002 issued by the Federal Service of Technical and Export Control confirms recognition by the state of efficient intra-company export control system in the JSC «Techsnabexport».

The certificate allows the JSC «Techsnabexport» to obtain general licenses for deliveries of controlled goods, equipment and technologies.

The state accreditation was extended for the next three-year periods in 2004 and 2007 in line with the established procedure.

Availability of the State Accreditation certificate allows the Company to obtain general licenses — for export of nuclear materials, special non-nuclear materials and dual-purpose products.

Today, the Company supplies the bulk of controlled products under current general licenses.

The general license — institution is an indisputable benefit for exporters product volumes expressed in billions (in monetary terms) since it means flexibility and promptness of supplies, saving time and resources not only to the exporting entity but also to executive authorities involved in the national system of export control.

At the same time, it means another level of responsibility determined by the degree of freedom in practical implementation of foreign trade activities granted by the state to the organizations with the unblemished «export control history», and the JSC «Techsnabexport» is no doubt one of such organizations.
